Legislature Rejects Governor’s Proposed Luxury Tax on Boats
March 30, 2009 – Albany, NY, Capitol Group, LLC and The Empire State Marine Trades Association (ESMTA) announced today that the New York State Legislature rejected Governor Paterson’s proposed Luxury Tax on boats. The luxury tax would have imposed an additional sales and use tax at the rate of 5 percent on the retail sale or use within the State of vessels to the extent the sale price exceeded $200,000.
Viewed as one of the most significant threats to the marine trades industry in years, ESMTA and Capitol Group, LLC moved quickly to develop a lobbying plan to defeat the Governor’s proposal. A similar federal tax was passed and subsequently repealed in the 90’s when it was demonstrated to have a deleterious effect on the marine trade industry.
“Defeating the Governor’s proposed luxury tax on boats took a team effort driven by a strong statewide association and a comprehensive lobbying strategy that included message development, high-level negotiations and a well-orchestrated grassroots effort,” said Nick Barrella, Capitol Group, LLC’s Managing Partner.
